Dog barking excessively out of fear: Do anti bark collars like Innotek spray or Dogtra no bark collars work?

Do anti bark collars like Innotek spray, Petsafe electronic collar or Dogtra no bark collars work for dogs that bark out of fear?
We have tried everything to stop our dog from barking at pedestrians during walks. She just goes crazy barking and wanting to charge them when she sees someone walking/jogging toward us. It’s like she wants to get them before they get her.
It’s really stressful and feel so bad for people who have to cross our path during their walks.
We have tried following techniques, and none seems to work with her. This is the reason I am thinking of resorting to the spray or electronic devices.

1) blocking her view
2) giving her treats
3) sitting her down and tapping her nose with a stern "NO"
4) spraying water
5) ultrasonic sounds
6) running fast by pedestrians
7) having pedestrian stop in front of her, she sniffs gives a few barks then she is ok until another pedestrian comes our way then the cycle repeats again.

We really don’t know what else to do. If anyone has any other techniques that has worked with their dog, I would greatly appreciate the advice. Also if these sprays or electronic devices work on dog that deter dogs that bark out of fear.
FYI: my dog is 15lbs terrier mix & very fearful, however, when in crowd of people like at a coffee shop, she is a mute and just wants me to hold her.

Also, debarking is not an option.
Note: I tried calming her down stroking her, telling her "no" in soothing tone for 3 days straight but that didn’t work for her either. I wished it did. icon sad image

I found that a remote-control electric shock collar gave great results at stopping barking. It isn’t a ‘punishment’. It is just to distract the dog’s attention away from whatever it is barking at.
I didn’t need to use the ‘static charge’ option, but the ‘vibrate’ option really worked well and cured the problem within 2 days.

Stroking & soothing the dog while it is fearful or anxious and barking, will only encourage & nurture that behaviour. The dog will think you are giving affection & reward for that barking.

Yes the sprays work great. You should definently try it

have you considered the debark surgery?
it is a simple and effective procedure.
Of course training should be attempted, but when it comes down to either having to get rid of your dog or debarking it, debarking him starts to sound like a really good idea. Read about it, dont discount this just because of all my thumbs down

you are trying all the wrong things by punishing the dog to not bark you are scaring it more instead try just stroking it and gently in a soft voice saying no everytime it barks it will slowly learn that it is safe and there is no need to bark and that it is wrong.
